Represents the AJW, ATO, and the FAA, as a primary point of contact on spectrum issues during collaborations with the White House and other agencies and partners, such as Department of Defense (DoD), Department of Homeland Security (DHS), Federal Communications Commission (FCC), National Telecommunications and Information Administration (NTIA), International Civil Aviation Organizations (ICAO), and International Telecommunications Union (ITU).

The Group Manager applies detailed knowledge of National Airspace System (NAS) technical equipment and systems to direct and lead a multi-layered, geographically dispersed subordinate staff consisting of Team Managers and highly technical specialists responsible for securing, managing and protecting the necessary radio frequency spectrum to support the safe and efficient operation of the NAS.

The Group Manager applies detailed knowledge of the technical aspect of the work directed related to the engineering analyses of radio frequency assignments proposed by other agencies, countries, and non-government entities that may interfere with NAS performance. Has thorough understanding of policies, orders, and regulations in radio frequency management such as 47 Code of Federal Regulation (CFR) Part 300 and FAA Order 6050.328 to manage the Spectrum Engineering Services organization. Exercises oversight of the management of civil aviation radio frequency assignments; resolution of radio frequency interference issues; and development of the
overall electromagnetic spectrum management policies, standards, and guidelines for the agency and its diverse aviation community of NAS users.

Directs spectrum management policy, planning, and efficiency efforts to meet future Federal Aviation Administration (FAA) requirements and to support initiatives in federal frequency management. Manages and supports major FAA programs such as NextGen and Air Traffic Control by coordinating communication, navigation and surveillance spectrum requirements across multiple lines of business within the FAA and directorates within Technical Operations.

The Group Manager exercises managerial duties, which typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. In this position, you will:

• Develop and execute loan and grant management strategies and provide guidance to ensure the compliance and success of transactions in semiconductor manufacturing.
• Develop recommendations on risk, financial metrics, transaction terms, and funding requests.
• Use experience and knowledge of portfolio management, federal credit, and direct funding to support CPO and collaborate with stakeholders including funding recipients, the leadership of CPO, NIST, the Department of Commerce, and other federal agencies, as well as state and local officials.
• Manage internal controls and risk management processes to maintain the integrity, accountability, and transparency of CHIPS programs.
• Conduct regular performance reviews and provide feedback to ensure continuous improvement and adherence to project goals.
• Interpret ambiguous guidelines and procedures to make or escalate decisions related to loan and grant compliance and remediation.
• Lead program working groups to develop semiconductor industry investment theses and support program policy development.
• Engage with semiconductor company executives to gather information and provide feedback on CHIPS program project progress.
• Project manage the core CHIPS post-award processes including supporting the planning, direction, and execution of the CHIPS project execution process.

Serves as the manager of the Human Resource Office at a Bureau of Prisons (BOP) federal prison camp.

Responsible for planning immediate and long range staffing needs.

Develops a recruitment and staffing plan to identify management's needs.

Responsible for overseeing staffing functions that include requesting certificates of eligibles, scheduling and conducting interviews, BOP-HIRES issues, and preparation of security clearance requests.

Responsible for ensuring accurate guidance is provided on pay administration issues.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.
