We have a fantastic opportunity for an exceptional individual to join us as our Head of Compliance!

The newly created Head of Compliance role is within Building Services of the Housing, Neighbourhood and Building Services Directorate. The service is responsible for the ongoing repair, maintenance and statutory compliance of our stock of over 15,000 Council homes, 2,000 leasehold properties as well as our general fund assets with landlord repair and compliance responsibility located in Portsmouth and the surrounding areas.

The role sits in a new service area within the Directorate and whilst some of the roles are in place, you will play an important role in recruiting to and shaping the new service area, providing strategic leadership, developing and implementing new strategies and polices, and managing a period of significant change.

The majority of our housing stock was constructed in the 1950's and 1960's but we have a diverse portfolio with properties ranging from the Victorian era to new build properties alongside an ongoing development programme consisting of over 500 homes in the pipeline.

Nearly a third of the stock is of non-traditional construction and we have 22 blocks classified as taller buildings under the Building Safety Act. We have recently completed a stock transfer, acquiring over 800 properties expanding our stock holding within Havant, Gosport, Fareham and Winchester.

Our general fund assets represent a diverse portfolio including high profile buildings such Southsea Castle and the Spinnaker Tower alongside a range of buildings supporting client directorates in the operation of their services.

Due to the stock profile and age, alongside increasing regulation and new legalisation, we are at a pivotal point in the strategic management of our stock. With limited opportunities to increase the funding envelope alongside increasing demand it will be vital that you are able to drive efficiency in how our compliance activities are undertaken whilst ensuring that resident and building user safety is your number one priority.

You will need to have a sound understanding of legalisation relevant to the service area, in particular the Building Safety Act 2022 and the Social Housing (Regulation) Act 2023, acting as the strategic lead to ensure compliance activities meet with requirements of the legalisation.

You will report to the Assistant Director of Building Services and play a key role in the senior management team working closely with other Heads of Service within Building Services and more widely across the Directorate. You will provide strategic leadership in the development of Building Services along with high-level support and advice to members.

We pride ourselves on our cross working with other Directorates within the Council and you will need to develop effective relationships with a of key Corporate stakeholders within our Economy, Transport & Planning; Culture, Leisure & Regulatory Services; and Education.

Whilst the service area is being developed, below is a high-level summary of the core functions that sit under the Head Compliance:

Building Safety - responsible for ensuring that duties required under the Building Safety Act 2022 are met. This includes the preparation of Building Safety Cases for our taller buildings, undertaking of FRA's for all relevant buildings and the management of actions arising from them.

Compliance - responsible for ensuring all statutory compliance duties are met. Management of our gas servicing & repairs contract as well as our commercial mechanical & electrical servicing and repairs contract. Also within this service area are Water Hygiene, Asbestos, Lift servicing & repair and building Health & Safety.

The role will be challenging, however, it represents an exciting opportunity to play a significant part in shaping the future direction of the Councils housing stock and bring change and modernisation to the service to ensure a safer portfolio.

We are seeking an individual to lead our Compliance team in our newly formed Compliance service within Building Services of the Housing, Neighbourhood and Building Services Directorate.

The role will have responsibility for ensuring that the Council meet its statutory compliance duties to its stock of nearly 17,000 HRA residential dwellings and 900 corporate assets. The post holder will be responsible for management of teams undertaking compliance activities in relation to;

• Gas servicing and repairs
• Asbestos management
• Water quality
• Building Health and Safety
• Lift servicing and repair
• Mechanical & electrical servicing and repair

The role will also assume responsibility for ensuring policies and procedures are in place across Building Services and that they are implemented so that statutory responsibilities are met with the safety of residents, members of the public, staff and our buildings being maintained.

The role will hold responsibility for the overall management of all mechanical and electrical servicing and repair contracts, ensuring that contracts are suitably procured and managed, delivering a high service and providing value for money.

What is the role?

• To ensure that PCC meet its statutory compliance duties to its HRA residential stock of nearly 17,000 dwellings and 900 corporate assets.
• To manage and develop staff responsible for the management of compliance activities and relevant strategic repair contract
• To work to continually improve the service and strive for 100% compliance in all service areas.
• To ensure that compliance certification and documentation is accurate, robust and suitably stored to evidence compliance.
• To ensure robust management of staff and service budgets within your area, c.£10m per annum.
• To develop, implement, monitor and review policies and procedures in relation to compliance activities within the scope of the role.
• To remain up to date with changes to legislation and the wider industry to ensure that PCC are meeting its statutory duties, ensuring the ongoing safety of residents, members of the public and staff accessing its Buildings.
• To facilitate training and support to across Building Services and the wider HNB directorate to ensure staff have a relevant understanding of compliance activities and their duties under within their role.
• To lead the procurement of strategic service contracts and frameworks relevant to the compliance service area ensuring that suitable contractor and consultant resources are in place to meet the operational needs of the service.
• To ensure that effective management of all mechanical & electrical service and repair contracts is undertaken to meet our statutory compliance requirements and ensure ongoing operation of buildings.
• To work with Assistant Directors and other Heads of Service to ensure that effective compliance activities, servicing and repairs are undertaken to support their service delivery needs.
• To work with the Head of Compliance and Head of Asset Management to inform where servicing and repair compliance demand may inform capital works programmes.
• To provide advice as necessary across Building Services and the wider Council as necessary around compliance activities and related repairs.
• To ensure that both HRA assets and General Fund assets are meeting service and customer needs whilst being economically sustainable.
• Keep up to date with changes in the industry and stock to be able to effectively horizon scan to identify emergent issues and ensure a suitable response.
• To assume the role of the Responsible Person/Deputy Responsible Person for PCC with regard to Water Safety.

Who is the person?

The ideal candidate is someone who will:

1. Have a relevant property related degree and be a Chartered Member of the RICS / CIBSE / CMIOSH or other relevant professional body with post Chartership experience. Where candidates are not Chartered or hold lower qualifications, they should be able to demonstrate substantial relevant experience in a similar role.
2. Preferably have a relevant Health and Safety qualification such as an IOSH Certificate or Diploma.
3. Have an excellent working knowledge of relevant compliance legalisation and guidance, with specific regards to The Control of Asbestos Regulations 2012, Health and Safety at Work etc. Act 1974, Lift Regulations 2016, Gas Safety (Installations and Use) Regulations 1998, The Building Regulations and relevant Approved Documents.
4. Have experience of preparing and developing strategies, policies and guidance documents to ensure compliance with statutory functions.
5. Have excellent technical knowledge of compliance areas within the scope of the role, being able to provide professional advice to others.
6. Have knowledge and experience recording and analysing compliance data on relevant compliance IT systems, using measures to monitor performance and inform service improvement.
7. Have experience of leading and managing teams and services, including continual improvement of both staff and service delivery.
8. Have experience of procurement and management of strategic service contracts, ideally with knowledge of the NEC4 Term Service Contract suite.
9. Have experience of managing significant budgets including monitoring and cost control techniques to ensure services are delivered within available budgets.
10. Experience of managing significant change within an organisation, ensuring that adequate resources are in place and that plans are clearly communicated with staff and key stakeholders to ensure understanding and successful implementation.
11. Experience of working with and communicating with a wide range of stakeholders including Directors, Assistant Directors, and other senior staff across the council and external organisations, undertaking presentations and leading meetings as appropriate.
12. Personally demonstrate, develop and lead your service in accordance with the value and behaviours set out in the PCC Behaviour Framework.
13. Have a driving licence and provide a car for work to be able to effectively travel to assets as necessary.

Fixed Wire Testers are needed for mobile roles for our client who is a large electrical compliance company

A van, PDA and a fuel card and full kit is supplied by our client and the basic salary is 36k + a good bonus scheme, the OTE is 42k minimum for this role and the these roles are permanent positions

Overtime will be available and our client supplies the following- Pension, Paid Holidays and Bank Holidays, Test Equipment, Van (Fuel card and personal use included), Phone & Laptop, Uniform, PPE and Hotels booked and paid for and evening meal and breakfast paid

Bonus Scheme- Weekday KPI target - 45 circuits per day / 225 per week (both to be achieved) and bonus after KPI is hit at £2.80 per circuit and Weekend circuit rate - £3.50 per circuit

The work is carrying out works within various commercial, industrial and hospital environments

It is essential that any candidates meet the following criteria, 17th or 18th Edition, and C&G Electrical qualifications such as for example NVQ level 3 or equivalent and a testing qualification such as 2391/4/5 with experience of testing and inspection

If so, my client is recruiting for several Work Control Administrators to join as a vital part of their team.

Our client is growing at a rapid rate, growing from 90 employees to over 500 over the past few years. Due to increased demand, they are growing further and are looking to double in size.

Based in the buoyant telecoms sector our client is able to offer plenty of room for career progression. After investing in technology they have automated some of the day to day basic tasks and are driving to automate more so this role is more interesting than pure admin. As the successful candidate you will dealing with more complex queries and tasks.

The Southampton office is an extremely busy and exciting office, it is the main point of contact for the teams across the country out on-site delivering schemes of work digging holes and laying new Virgin Media cable. The company work on planned and reactive works in this office, so they liaise with the local councils and the client to ensure the works are delivered in a safe and timely manner.

Key responsibilities include:

• Management of all noticing requests receiving and monitoring all jobs through to competition
• Ensuring we achieve all relevant SLA's in line with the delivery and performance
• Daily coordination with the Networks Supervisors
• Deal with day-to-day issues, escalating to Manager as appropriate
• Liaise with local authorities (ensure appropriate notices etc)
• Ensure compliance with Health & Safety and environmental policies
• Receive daily updates from Networks Department on completion or status of work orders
• Supporting Operations with admin duties, filing, photocopying, scanning and creating work packs etc.

The current roles available will work a 5-day working week shift pattern either between 7am and 3pm or 10am and 6pm, Monday to Friday or Tuesday to Saturday. This will be discussed further at interview stage.
