Who we are

The Government Technology Agency (GovTech) seeks to transform the delivery of Government Digital Services by taking an "outside-in" view, putting citizens and businesses at the heart of everything we do.

What you will be working on:

As a UX Designer, you will work in a Government Agency as a key member of the GovTech team. You will support the Chief Information Officer at the Agency, working with Agency stakeholders to undertake UX tasks in upstream Discovery and Conceptualisation, as well as Product Development and Delivery. Your responsibilities will include:

• Consult with stakeholders to understand goals and challenges and propose user-centric approaches to improving products and services to citizens, businesses and public officers.
• Drive user research activities through co-creation workshops, focus group discussions, stakeholder interviews, surveys, and translate research findings into actionable recommendations.
• Create and rapidly iterate on ideas to develop storyboards, user flows, mock-ups, and prototypes, or other methods as needed to prove concepts and demonstrate value.
• Align with corporate design systems and incorporate usability and good customer experience into products and services.

This will involve having good interpersonal and problem solving skills, a sharp analytical mind, and astute design judgment. You will work closely with Product Owners, business analysts, architects and software engineers to continuously design and deliver features for transforming citizen experience and improving agency efficiency.

What we are looking for:

• Degree or Diploma in Human Computer Interactions, Design, Psychology, Computer Sciences or related disciplines
• Minimum 4 years of UX experience, with a portfolio that demonstrates your experience in service design, design research, interaction design and product strategy.
• Team player, with experience working collaboratively in a cross-functional team
• Good organisational, presentation, and critical thinking skills
• Expertise with popular design tools and software e.g. Figma, Balsamiq, Axure, Sketch, Adobe Creative Suite

Who we are

Open Government Products (OGP) is a team of engineers, designers, and product managers who build technology for the public good. We proactively identify areas where technology can help, test our prototypes with actual users, and bring our best ones to launch. This includes everything from building better frontend applications for citizens, to automating the internal operations of public agencies. We use and release open source software, keep a flat hierarchy, and bypass bureaucracy to focus on delivery. Our end goal is that through our work, Singapore becomes a model of how governments can use technology to improve the public good. Projects we have worked on include:

Covid-19 Vaccination National Appointment System - A suite of systems built to enable Singapore's national vaccination campaign for Covid-19. This includes informational sites, appointment booking systems, and records management systems.

Data.gov.sg - An open repository of all the Singapore Government's public data. It helps people understand the data using visualizations and articles, and provides real-time APIs for developers to use.

Parking.sg - A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones.

FormSG - A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.

Isomer - Isomer provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly.

RedeemSG - RedeemSG helps the Singapore Government to create, send and track redemptions of digital vouchers easily.

PaySG - PaySG was developed to enable digital payments for government services, and was initially used for payments for COVID-19 swab tests and Stay-Home Notices for incoming travellers to Singapore.

What does a Product Operations Specialist do?

As a Product Operations Specialist in the healthcare team, you scale the success of the product by upholding user satisfaction, providing feedback insights, and strengthening operational practices.

The ideal candidate should have the passion and desire to achieve high customer satisfaction, communicate effectively with a range of stakeholders, gather feedback to improve our products, and take initiative to drive product success. Due to the nature of the work, this role is primarily in person, and regular visits to public healthcare institutions is expected.

Concretely, you are expected to:

• Work closely in a product team with Product Managers, Engineers and Product Designers to continually improve our products
• Maintain a close partnership with a range of stakeholders, from end users to senior management, to support product deployment
• Set up and maintain product support workflows, automations, guides, and tooling
• Set up and maintain user onboarding documentation, such as guides, FAQs, and training materials
• Gather and maintain user feedback in the form of dashboards for further analysis
• Identify key issues from user feedback, and deliver user insight to the team for further product development
• Optimise internal and external workflow and documentation to improve team efficiency
• Identify opportunities to increase user adoption by implementing propagation strategies, improving user onboarding experience, and managing user training

The role

As a Lead or Principal Product Designer, you will play a pivotal role in shaping the design direction of critical government products, ensuring they are user-centred and strategically aligned with policy goals. You will spend about two-thirds of your time on hands-on design work, leading efforts for highly complex products or platforms, translating user insights into refined and intuitive experiences. The remainder of your time will focus on design strategy, mentorship, and leadership, depending on your career aspirations and the team's needs.

Who We Are:

The Singpass team builds Singapore’s digital identity system. This includes various personal authentication protocols, data sharing tools, and corporate identity systems through Corppass. The team’s mission is to provide reliable digital identity infrastructure that streamlines transactions, enables businesses, and protects against fraud. As a software engineer, you will:

Sometimes this means coding new systems from scratch. Other times this means using the best solutions the development community has to offer. We use cloud services, open source software, and commodity hardware as far as possible. These often include, but are not limited to: GitHub, AWS, React Native, MongoDB, and Stripe amongst others. Knowing what to build and what to reuse lets us avoid wasting time on solved problems and focus on delivering actual value.

We work mostly in Typescript. However, we don’t require experience in any specific programming language or technology. Core competency in at least one language and the ability to learn is what matters to us. We look for people who:

What does a Head of Product do?

As a Head of Product, your job will be to:

• Hire, train, & manage a team of around ~30 product managers to build good products across a wide range of government spaces
• Set product standards for speed, quality, and impact
• Communicate these standards and hold teams accountable
• Assess the opportunity, velocity, and traction of new and existing products and guide resourcing decisions accordingly
• Work with leaders from engineering, design, policy, and operations to guide product teams to success

The role

As a Lead Content Designer at OGP, you are a fully proficient individual contributor who is also able to provide guidance to the content design team. You will play a key role in shaping how members of the public interact with government products and services. This role goes beyond crafting content; it involves advocating for a user-centred approach to content design, shaping how information is structured and understood, and enabling government officers to communicate clearly and effectively. You will lead a small but growing team, driving both operational excellence, and strategic content initiatives across the organisation, and the rest of the government.

This is a hybrid IC/management role – you will have some IC responsibilities, and will also manage two direct reports.

This is not a creative/graphic design role.

Responsibilities

• Lead the team: Lead and grow the content design team, ensuring workloads are balanced, and the team delivers high-quality content across multiple projects. Identify skill gaps, performance issues, and opportunities for improvement within the content design sphere.
• Define processes: Establish scalable content design processes and operational models to maximise the team’s impact.
• Advocate for content design: Champion content design not just as wordsmithing, but as an essential part of product design, including aspects like writing in plain language, information architecture, card sorting, and labelling.
• Enable and train: Build capability across OGP and partner agencies by training and enabling public officers to adopt content design principles, with a focus on simplicity and clarity in communication.
• Manage resources: Collaborate with design leadership to propose and implement a resource management model that ensures the team’s capacity meets growing demands, and maintains high-quality output. Proactively scope new work opportunities that elevate the quality of OGP products.
• Collaborate and co-create: Build working relationships across functions, government agencies, and external stakeholders to co-create solutions.
• Lead design initiatives: Lead end-to-end content design for large initiatives, balancing user needs, public policy goals, and technical constraints.

You'll need

We are now looking for a top-notch Salesforce developer to join us in this mission, designing world class Salesforce applications for Service Cloud and/or Public Sector solutions. You will be responsible to gather project requirements, analyse project objective/goal in order to create customer workflows and troubleshoot errors, eventually to create dynamic and scalable Salesforce applications that meet the changing needs of the project.

Work within an agile development team at the Ministry of Social Development & Family (MSF) to modernise and develop the SSNet (Social Service Net) system. This may include:

We are seeking an experienced Geospatial Specialist to join our Modelling and Simulation (M&S) practice, which aims at spurring innovative geospatial systems and solutions for Whole-of-Government (WoG). M&S Cluster is currently leading Technology Transformation and Digitalisation effort using GIS in partnership with agencies technical team, IHLs and industry partners.

As a GIS Specialist, you will collaborate with a team of talented GIS architects and consultants who are passionate about emerging technologies, and the use of Geographic Information Systems (GIS) to drive WoG geospatial projects. This role includes managing the entire project lifecycle from strategic planning to technical activities, including undertaking the requisite transformational and change management efforts to ensure a successful implementation.

You will also manage the overall end to end solutioning and implementation process for NParks centralized geospatial database and viewer, and deployment of system onto the Government Commercial Cloud (GCC) and/or Government Commercial Cloud plus (GCC+).

What you will be working on:

• Provide Geospatial IT Consulting Services to government agencies, including:

- Solutioning : Develop deep understanding of Business Domain, perform business process analysis, conceptualise innovative solutions (involving multi-disciplinary components) to effectively address business needs

- Acquisition of System and Services : Develop functional specs, tender documents, evaluate tender bids

- Architecture & Design : Perform geospatial architecture planning, Develop data models and data base design, system architecture design and application design

- Applications Deployment : Perform quality assurance planning, configuration management, deployment planning, performance tuning and validation, user acceptance testing, and user training

• Knowledge of Customer relationship management (CRM) such as Microsoft Dynamics CRM, Appian, Outsystems, Pega, etc will be an added advantage
• Integration of GIS with CRM will be an added advantage
• Leverage existing central geospatial platforms and services to provide value added services and geo-enabled apps for government
• Develop real-time geo-analytical models by integrating field apps, sensors and IoT devices etc
• Gain expertise in emerging geospatial related technologies such as Indoor/Outdoor Positioning, AR, VR etc
• Perform rapid prototyping, developing geospatial models, scripts and workbenches. Ensure reusability of codes, workbenches, ETL processes and other project artefacts.
• Assist in developing geospatial IT competency
• Assist in promoting use of geospatial IT within government, public and private sector

What we are looking for:

• Disciplines in Geospatial Technology/Science, Computer Science/Engineering, Information Technology or equivalent
• Minimum 7 years of relevant GIS experience in solution design, IT consulting and/or project management.
• Passionate about Geospatial technologies such ESRI, FME, open source GIS and allied emerging technologies
• Possess strong analytical, communication, presentation and stakeholder engagement skills

The Singpass team builds Singapore’s digital identity system. This includes various personal authentication protocols, data sharing tools, and corporate identity systems through Corppass. The mission of the Anti-Fraud team is to minimize the number of compromised Singpass accounts, and the damage done with them. This includes live monitoring for suspicious login behaviour, longer term fraud analytics, and collaborating with partners take action on compromised accounts.

What you will be working on:

• Work with partners to understand the evolving problems and strategize about what data and techniques would be needed to solve them.
• Lead discussions with business stakeholders to establish business requirements, evaluate technical feasibility and data availability required.
• Work with large, complex datasets and applying advanced analytical methods to build machine learning models and deploy the most appropriate solution.
• Build and develop machine learning-based models e.g. recommendation engine(s), predictive models and track their effectiveness.
• Apply the use of machine learning techniques (e.g. deep learning, neural networks, etc..) to improve the current analytics capability.
• Provide inputs to the design and development of an integrated data model to allow analysis across multiple structured and unstructured datasets.
• Build and operate production systems together with engineers to serve these solutions.

Covid-19 Vaccination National Appointment System - A suite of systems built to enable Singapore's national vaccination campaign for Covid-19. This includes informational sites, appointment booking systems, and records management systems.

Data.gov.sg - An open repository of all the Singapore Government's public data. It helps people understand the data using visualizations and articles, and provides real-time APIs for developers to use.

Parking.sg - A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones.

FormSG - A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.

Isomer - Isomer provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly.

RedeemSG - RedeemSG helps the Singapore Government to create, send and track redemptions of digital vouchers easily.

PaySG - PaySG was developed to enable digital payments for government services, and was initially used for payments for COVID-19 swab tests and Stay-Home Notices for incoming travellers to Singapore.

What you will do:

The mission of the People Team is to build high-performing teams in OGP to make an impact on public good. We hire, motivate, and develop good people. We organise them to function well in teams. We work closely with organisation leaders to make this happen. We iterate and experiment on our policies and mechanisms to keep making OGP better.

Your role as a People Team member will be to make this happen by being a Business Partner to teams. This means working with team leads to run hiring pipelines, craft people policies, diagnose team health and plan team interventions, tackle organisation design & development matters, and optimise operations.

For this role specifically, you will bring expertise in organisation development and team health to uplift people practices for OGP. You will work closely with the leaders of OGP to build high-performing teams using the full range of People levers (e.g. hiring, performance management, learning & development). To enable you to play this role effectively, you will work closely with other People team members to tap on their expertise across different domains.

Through doing this, you will play a key role in helping to build a high-performing organisation within OGP. In the longer term, you will also help the Singapore Government as a whole improve on how to build and scale tech teams/organisations. The public good impact you’ll make is not just nationally, but also internationally as we build Singapore to serve as an international model for a modern digital government.

You will report directly to the Head of People. This role is an individual contributor position.

Concretely on the day-to-day, you will:

• Be a Business Partner to team leads in OGP to help them grow and lead their product organisations.
• Bring domain knowledge on team health, organisation design, and learning & development to uplift People team practices and build a higher-performing OGP.
• Collect and analyse team health data to plan and facilitate interventions to improve team & organisation performance.
• Identify & unblock bottlenecks in People practices and processes
