Role Summary

The Manager of Project Procurement will lead procurement, supplier relationships, and supply chain management activities for RGE’s projects, especially renewable energy projects. The candidate will manage the procurement lifecycle for all project equipment purchases, including related services. This encompasses sourcing, evaluation and negotiation to contractual completions, for solar panels, energy storage systems, electrical & transmission equipment, subsea cables, and related EPC contractors. A key focus is ensuring all equipment suppliers and contractors meet stringent costs, quality and timeline requirements, and adhering to applicable local content requirements and project-specific standards.

The role will be based in Singapore and reports directly to RGE Group Head of Procurement.

Key Responsibilities

• Develop & execute procurement strategy for required equipment supplies, aligning with the projects’ budget, technical specifications, timelines, as well as minimizing sourcing & delivery risks.
• Liaise with Project teams to determine project requirements clearly, including Notice to Proceed (NTP) date, project specifications, services required etc.
• Implement structured supplier bidding, evaluation, and selection processes to secure components that meet quality and regulatory standards, with a focus on China supply chain in the case of solar renewable energy.
• Proactively source for & conduct thorough checks on new suppliers before considering their participation in tenders, and obtain market references for the relevant project specifications.
• Build & maintain strong relationships with a network of equipment suppliers and EPC contractors, focusing on tier-1 vendors globally, especially from China for solar energy.
• Establish bid standards and prepare procurement documents to solicit bids and contracts for the purchase and /or lease of materials and services.
• Work with project teams for technical evaluations & cost comparison among bidders, as part of technical and commercial bid evaluations before award. This is to achieve the company’s objective of optimal TQC (Time, Quality and Cost)
• Lead negotiations with suppliers and EPC contractors to obtain favourable pricing, as well as secure optimal terms & conditions to meet required specifications & minimize execution risks.
• Work with legal and project teams to draft, review, and execute contracts, focusing on safeguarding project interests and risks mitigation.
• Document all prices with other internal benchmarking results in Commercial Evaluation Summary for management approval before award.
• Proactively manage risks & develop contingency plans related to supplier & EPC contractor quality & delivery delay issues, cost overruns and supply chain disruptions.
• Provide necessary support to project teams during project execution.

Requirements

• Bachelor Degree in Engineering, Supply Chain Management or related fields; advanced degrees or certifications (CPSM, PMP) preferred.
• Minimum 10 years in Project Procurement or Supplier Management roles, with proven experience in renewable energy or large-scale infrastructure projects, such as Oil & Gas, Power, Energy Transmission & Distribution projects.

Job Purpose:

The Senior Associate / Assistant Manager, Sustainability & Communications, will play an integral role in fostering collaboration and synergy between business groups (BGs) and key stakeholders to advance purpose-driven sustainability initiatives and impactful communications. The role will support sustainability reporting/disclosures, stakeholder engagement, and the development of targeted communications strategies aimed at enhancing the Group’s recognition as a leader in sustainability, as well as its positioning as the preferred business partner and customer of choice.

KEY RESPONSIBILITIES

Major Gas/LNG and Renewable Energy Contracts and LNG SPA Drafting, Review and Negotiation
-Drafting, review and negotiation of contracts, including relating to major gas/LNG and renewable energy projects and LNG SPAs.
- Drafting, reviewing, negotiating and advising on a variety of engineering, procurement and construction-related contracts.
- Provide legal support and advice throughout the entire life cycle of large-scale projects: NDAs, bidding/ tendering, contract negotiations and execution phase of large-scale projects (e.g. responding to variation and extension of time claims, claim for liquidated damages etc.).
- Provide sound advice on possible legal risks and provide mitigation solutions for various issues.

CANDIDATE PROFILE SUMMARY

Job Summary:

The Candidate will be responsible for leading the development and execution of renewable energy (RE) projects and other strategic transactions that drive the growth and profitability of RGE Group’s RE businesses. This role involves spearheading business development efforts to identify and secure new opportunities in the RE sector, including solar, wind, BESS, and other emerging technologies. The Candidate will also oversee project development from inception, feasibility studies through to construction commencement, ensuring projects meet technical, commercial, financial, and government stakeholders’ requirements.

Key Responsibilities:

The Candidate will be a key member of the core RE leadership team, based in Singapore headquarters. Specific roles include:

1. Business Development:

• Conduct / leverage market research and analyses to underpin business development and expansion strategies;
• Identify and pursue new business opportunities in the RE space (initial focus on solar, wind and BESS);

Key Responsibilities:

• Advising on legal aspects of issues encountered by RGE as well as any of the business groups managed by RGE, across multiple jurisdictions.
• Advising and counselling key stakeholders.
• Advising on all aspects of general corporate law. Familiarity of corporate secretarial matters and procedures.
• Negotiating, drafting and reviewing all forms of contractual agreements, with 3rd parties as well as within the RGE managed business groups.
• Cross-functional and geographical legal engagement for critical projects.
• Supporting businesses managed by RGE, especially in strategic projects that require legal input.
• Advising on the application of RGE’s policies and procedures across the various business groups.
• Providing sound and timely legal advice to business units and business groups.
• Providing guidance on Compliance matters, including drafting, reviewing, and revising local compliance protocols.
• Preparing and delivering training / updates on key legal topics, policies and procedures.
• Developing and implementing processes to consistently analyze and mitigate legal risk whilst improving efficiency and consistency in contracting.
• Instruction, supervision, and management of outside counsel, including management of external counsel expenditure.
• Researching and analyzing on legal issues and laws, legislation, regulations and court decisions impacting the various businesses managed by RGE.
• Supporting the strategic direction of RGE and the RGE Corporate Legal Department on projects and initiatives that may be allocated from time to time.

Skills And Experience That Will Lead To Success:

• At least 10 years of post-qualification legal experience, both within a law firm and in-house. Previous experience in an MNC or highly complex organisation would be advantageous.
• Proven ability to manage and support a variety of legal projects with a mixture of commercial/corporate work and advising on business initiatives.
• Demonstrate deep personal accountability for great performance, moving effectively between strategy and operational detail, staying focused on commercial priorities and critical business agenda.
• No sectoral or industry-specific experience required, but must have ability to quickly learn and pick up on the basics of the various businesses managed by RGE
• Able to work as an integral part of a global team, fostering teamwork and cultivating relationships, as well as ability to work independently and take the initiative where necessary.
• Focused on attention to detail and accuracy and have strong analytic/diagnostic skills.
• Excellent interpersonal/communication skills; experience of effective engagement at senior level, proven ability to work confidently and stand ground with senior managers at all levels.
