The AMSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., PACT, Specialty Clinics, Compensation & Pension (C&P), Community Care) and performs clerical duties, customer service and other duties as assigned for the proper and timely treatment of patients. Clerical duties: maintains appointment schedules for Community Care, communicates with Community Care providers to ensure they accept VA patients and payments, prepares any required pre-appointment documents, schedules the appropriate level of care and documents the schedule in the appropriate consult. Incumbent applies knowledge of the terminology and practices of health care disciplines, including all fields of medicine and surgery, dentistry, nursing, mental health, health administration, pharmacy and allied health fields, to accurately interpret questions and complete reliable and comprehensive searches.
• Performs critical evaluation of citations to identify those that are pertinent to a client's question. Evaluates resources and references, both primary and secondary, for authoritativeness, timeliness, and relevance to specific information requests. Ensures the accuracy and relevance of information provided.
• Applies knowledge of interlibrary loan resources and procedures for hospital libraries to facilitate interlibrary cooperation and the smooth exchange of information in order to provide VANTHCS staff access to a wide range of resources beyond those owned by VANTHCS. Coordinates the activities of a broad and varied document delivery/interlibrary loan system.
• Applies expert knowledge of DOCLINE, OCLC, health sciences databases, and bibliographic control of medical journals to locate and retrieve journal articles, monographs, and audiovisual materials required by VANTHCS staff. Reciprocates service by providing materials from VANTHCS collections requested by staff in other medical libraries.
• Incumbent evaluates the Library's collection to identify gaps in content, select authoritative resources to fill those gaps, and to proactively identify and remove outdated materials from the collection. • Applies expert knowledge of medical vendors and the federal acquisitions process to the procurement of materials for the Library's collection. Maintains records in accordance with required retention standards and for audit purposes.
• Applies knowledge of federal acquisition definitions and policies to the consideration of requests for administrative purchases in accordance with the Library's policies and procedures. Maintains records required for administrative purchases.
• Assists and instructs library clients in the use of VANTHCS Library's collection, services, and resources. Conducts both informal (1 on 1) and formal (face to face or web-based classes) education, teaching clients how to use electronic products, including how to effectively search databases and navigate multiple resources.
• Orients VANTHCS staff to the Library. Presents information about library resources and services to groups and committees in order to market for awareness and to encourage use of Library services.
• Assists with maintenance of the Library's Integrated Library System. Develops expert knowledge of one or more system components (ie, OPAC, cataloging, circulation, etc.) and initiates actions to ensure data integrity, smooth functioning and optimum use.
• Maintains current knowledge of medical libraries and consults with other VANTHCS Librarians and with the Supervisory Librarian regarding design of procedures and ideas to improve processes, services, and collections.

Duties include, but are not limited to:

CLINICAL:

• Incumbent is authorized to perform complex examination and treatment of patients representing a wide scope of ages and diagnoses, rendering varied modalities inherent in their profession.
• Reviews consults submitted for appropriateness of requests from the Primary Care Provider (PCP). Interprets physicians' prescription for physical therapy.
• Demonstrates the advanced knowledge and skills necessary to provide treatment appropriate to patients despite complexity served on his/her assigned unit.
• Formulates progressive treatment plans and goals, and is responsible for implementation, modification, and documentation of the treatments. Monitor and evaluate clinically appropriate treatment programs.
• Requires advanced knowledge of contemporary physical therapy across a varied area of practice with the ability to apply this advanced knowledge to provide guidance to staff physical therapists within the department.
• Consults with patients and their families through patient/family education, training and advising them in the mature of their disability or disease in home programs and post hospital adjustment. Makes recommendations for home structural adaption when indicated.

• Responsible for the effective utilization of staff, equipment, and space which includes scheduling Veterans to take maximum advantage of available staff time.
• Responsible for establishing and maintaining effective personal contacts with all sections of Physical Medicine & Rehabilitation Service, Nursing Service, referring physicians, consultants, and other medical center staff.
• Responsible for the administration and execution of all phases of Physical Therapy programming at all sites. This includes the maintenance, repair and requisition of supplies and equipment, the safety, health, and sanitation of the clinic areas.
• Responsible for establishing and maintaining HR Performance Appraisal for assigned staff.
• Responsible to ensure that required reports, proper records and administrative matters are handled expeditiously and are submitted in a timely manner.
• Assigns workload to employees, monitors workload and clinical volume.
• Responsible to schedule the leave of the Physical Therapy staff to provide maximum coverage for programming in the event of absence of a staff member.
• Evaluates performance and competencies of staff in Waco and Temple. Conducts monthly PT staff meeting and in-services to disseminate information to all staff members
• Initiates requests for new and replacement personnel, reviews applications, conducts pre-employment interviews, and recommends selections.
• Orders supplies and equipment for the Section, writes memoranda and work orders, and compiles statistical data for reporting purposes.
• Recognizes, coordinates, and participate in establishment of new protocols, and use of new techniques for the Physical Therapy Sections.
• Assists in all preparation and all activities related to continual CARF Accreditation for Outpatient Medical Rehabilitation Service.
• Conducts chart reviews for compliance with PM&RS Scopes of Assessment, CARF Standards and Joint Commission (JC) standards using quality assurance monitor
• Incumbent is an authorized user of the Government Purchase Card. Incumbent is responsible for meeting the standards for documentation and reconciliation of the purchase cards as set forth by VA Handbook 1730.1, Use and Management of Government Purchase Card.
• Card holders will be held accountable for all Federal, VA and local acquisition regulations as mandated. Attends mandatory training sessions in use of the Government Purchase Card every two years or earlier at the discretion of the facility.
• Provides coverage as acting Supervisor of other PM&RS Sections as required, to ensure all clinical programming and staff needs are met in the absence of the section supervisor.

• Maintains a high level of professional competence by continuing participation in learning experiences/continuing education courses. Participates in and attends Physical Therapy section in-services as well as hospital wide in-services.
• May serve as a resource person to the community, VISN, and VA nationally in matters relating to Physical Therapy, the delivery of health care and the needs of the veteran population.
• Knowledge of education skills to relate to affiliating college and universities, administrators of schools of Physical Therapy. Serves on curriculum committee and/or advisory board for Physical Therapy school program.
