JOB DESCRIPTION: EXECUTIVE DIRECTOR, ACTION FOR AIDS SINGAPORE
Founded in 1988, Action for AIDS is Singapore’s leading independent provider of community-based HIV prevention, testing, linkage to care and support programs and services. It is a registered charity and has been recognised as an Institution of Public Character (IPC) since 2004. It is governed by a voluntary Board of Directors.

Mission:
• Prevent HIV transmission through the promotion of behavioural and biomedical strategies.
• Reducing the impact of HIV/AIDS on individuals by working towards universal access to treatment and care.
• Advocate for the implementation of policies and programmes that will reduce HIV-related stigma and discrimination in Singapore.
• Respond to syndemics of sexually transmitted infections, mental health, and substance use.
Summary:
As Executive Director you will be responsible for providing strategic leadership and management to Action for AIDS Singapore (AfA). You will be part of a dynamic organization with clear goals of ending HIV/AIDS by 2030. You will work closely with the staff and the Board of Directors to develop and implement organizational strategies, oversee programmes, ensure sound financial and operations management, manage human resources, mobilize resources, establish partnerships, drive communications and advocacy efforts.
Organizational Strategy:
Collaborate with the Board of Directors to develop and implement the organizational strategy and to provide strategic directions for all programs and policies.
Programme Management
- Provide leadership and oversight in the conceptualization, implementation, monitoring and evaluation of HIV programs and services.
- Represent the organization in discussions with key stakeholders and partners to assess gaps, and maximize impact of programs and collaborations.
- Ensure compliance with donor requirements and government regulations.
- Engage with the Programme Committee and Board to provide timely updates on programs and emerging trends/issues.
Financial & Operations Management
- Present the annual budget for Board approval and manage the organization’s resources in consultation with the Finance Committee
- Oversee quarterly financial reporting to the Board and ensure effective resource management.
- Ensure compliance with all statutory audit requirements and oversee the preparation of the Annual Report
- Oversee external contracts to ensure compliance with Finance Policies and procedures.
- Oversee and support the day-to-day administration and operations of the organization.
Human Resource Management
- Determine staffing needs and ensure efficient use of human resources to achieve organizational strategy.
- Manage, monitor, and evaluate the performance and workflow of employees.
- Oversee the remuneration system in consultation with the HR Committee.
Resource Mobilization and Partnerships
- Identify opportunities for strategic partnerships based on donor priorities and objectives.
- Lead the development of impactful proposals aligned with the organizational strategy and to meet the existing gaps and needs of the Singapore community.
- Engage foundations, corporate partners, and others on AfA's programs and priorities to develop partnerships.
- Enhance the organization's standing through proactive and supportive corporate engagements.
- Develop and strengthen partnerships with community partners, public sector institutions, academic partners, and Singapore government ministries and agencies.
Communications and Advocacy
- Oversee organization's communications across various platforms, ensuring diverse reach and alignment with the organization's vision and mission.
- Act as the spokesperson for media queries in consultation with the communication committee.
- Stay informed about media channels and draft responses when necessary.
- Lead the writing of media releases on key issues related to HIV and STI programs and services.
- Engage in information and advocacy on key issues impacting the HIV response.
- Review all AfA publications.
- Represent AfA on national committees and working groups.
- Oversee the organization of the biennial Singapore AIDS Conference with the support of the organizing committee.
Qualifications:
Degree/ preferably post graduate degree in public health, social work/counselling, social science
Work experience in non-profit and charity sector, health sector
Proven experience in strategic planning, operations management, and team leadership.
Good understanding of financial management and budgeting in a non-profit context.
Strong interpersonal and communications skills
