Medical Technologist (Ancillary Testing Coordinator), GS-12

Duties include but are not limited to the following description:

The incumbent is a qualified, experienced Medical Technologist who serves as the Ancillary Testing Coordinator for the Pathology and Laboratory Medicine Service. Ancillary testing is defined as laboratory testing or services within a VA Medical Center or its outreach functions at CBOCs that is performed outside the physical facilities of the main clinical laboratory. The incumbent develops and recommends policies and procedures for the procurement and service requirements for ancillary testing, including ensuring CLIA licenses are maintained in all sites. The incumbent serves as the technical advisor to all ancillary testing sites. The incumbent maintains adequate skills to work in Chemistry, Hematology, Coagulation, Urinalysis, Phlebotomy, Microbiology and logging in surgical/cytology specimens. Incumbent also supports the laboratory manager and serves as acting supervisor.

Functions include but are not limited to the following description:

• The ATC consults with the laboratory Director of clinical services to identify ancillary testing needs and to analyze emerging trends and technology and adopts appropriate methods, serving as a recognized technical expert to provide authoritative advice, training, troubleshooting, quality assessment and ancillary testing program consultation.
• The ATC develops technical bulletins, procedures, training materials and other program materials, ensuring accreditation and compliance with all regulatory agencies for patient testing, result reporting and proficiency testing including reports, monitors and continuous performance improvement initiatives.
• Acts as the technical supervisor for quality control, records control, proficiency testing, inspection and accreditation for ancillary testing on a hospital-wide basis and oversees the safe and accurate testing of outreach function patients in the clinic.

This position is located in a Federal Bureau of Prisons federal correctional facility, in the Special Investigative Services Office.

Serves as an assistant to the Special Investigative Agent (SIA)/Special Investigative Supervisor (SIS) and is responsible for providing assistance during investigations, developing reports, preparing correspondence, maintaining evidence, and computer support.

Assists the SIA/SIS in conducting investigations of inmate violations of BOP prohibited acts of various severity levels, such as assaults, introduction of contraband or narcotics, possession of money or currency, communicating gang affiliation and/or participating in gang activities, and other prohibited activities. Investigations can range in length from several hours to weeks or months depending on severity.

Along with all other correctional institution employees, the Special Investigative Services Technician is charged with responsibility for maintaining security of the institution. 1. Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. 3. Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications. Manages the Carrier Performance Program for the state and provides input to the Traffic Manager for the overall program. (15%)

4. Procures domestic and international travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. Ensures advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel. Monitors the approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representative (ACOR). Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. 6. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). (10%)

7. Performs other related duties as assigned.

• Receives, enters, and edits all non-IHS and IHS referrals.
• Verifies and determines patient's eligibility for third party resources.
• Performs research related to medical documentation, administrative compliance, and inquiries.
• Conducts in-depth face to face interviews or by telephone to gather pertinent information related to patient care.
• Ensures PRC funds are available prior to issuance of obligating documents on behalf of the government.
• Initiates medical authorizations.
• Gathers all necessary information for appeals or denials.
• Prepares periodic and special reports.
