The Role

We're looking for a senior design decision maker who can help shape and evolve how the team delivers, positively impact our design maturity, and develop our design resource while providing cost/time savings for the organisation. The Creative Lead will be responsible for visual communications standards across the organisation, building integration between design and digital within the Creative Content Team and the wider Communications Office through improved ways of working and identifying opportunities for closer collaboration. Ensuring consistency in the application of our visual identity guidelines by the in-house team and embedding best practice on designing for accessibility for the widest possible audience, while supporting colleagues across the organisation to develop effective print and digital communications.

• Lead and own the conceptual ideas, development, quality control and completion of your and the team's work. Take project briefs from concept through to final delivery - providing creative leadership, inspiring designers, and supporting across technical design skills.
• Deliver impactful and creative design solutions, adopting a proactive and innovative approach from template generation to high end ideation.
• Bring specialist professional design knowledge to oversee and influence the creative work of the team and drive projects ensuring they are delivered to a high standard, on time and within budget, identifying cost-saving opportunities where possible.

• Experience successfully managing and leading a team to deliver print and digital communications/campaigns. The Brand Designer role leads on and drives brand standards, collaborating with design team colleagues, the wider Communications Office, and content producers in shaping the evolution of our brand identity strategy to establish a clear and concise brand voice, tone, and visual language, continually iterating to ensure relevance and relatability to our audience(s).

Working with the Head of Visual Brand and the Creative Lead you will steer the future direction of the House of Commons brand identity (and in collaboration with the Lords the UK Parliament identity), building close working relationships with colleagues to improve understanding across Parliament of the value and impact of visual communications and successfully embed a consistent and coherent system.

Working closely with our Senior Creative Studio Manager and the Creative Lead you will deliver impactful creative solutions to briefs as wide-ranging as events and exhibitions, internal campaigns, digital platforms and key publications. The role has line management responsibility for 1 Mid-Weight Designer and advises colleagues within the Communications Office and business areas across the organisation on best practice whilst being an advocate for pushing creative boundaries.

As Brand Guardian, you will oversee the use of our identity systems by internal teams, our external agencies and partners. Advising and supporting colleagues across Parliament, the Communications Office, the Communications Network, and our community of Brand Practitioners to consistently interpret and apply our brand identities across all touchpoints and developing self-service solutions and toolkits for teams.

The House of Commons is looking for a Midweight Graphic Designer. This is a high-profile role sitting at the heart of the Communications Office for the House Administration.

As a multi-disciplined Midweight Designer your primary role will be responding to creative briefs, delivering work with brilliant creative ideas, and exceptional design and craft skills. Working in collaboration with the design team which includes the Creative Lead, Brand Designer and Senior Creative Studio Manager, and the wider Communications Office, you will be responsible for ensuring our creative work meets expectations across print and digital touchpoints.

You'll be working on varied design projects, including promotional campaigns for internal and external audiences, long-form reports, exhibitions and digital content. You'll demonstrate brilliant people skills as you work with a variety of clients and stakeholders across a complex organisation.

The role will involve producing work within our brand identity system. You'll be comfortable working with brand guidelines, while also showing initiative and creativity in developing and evolving our visual identity.

The Mid-Weight Designer works on a range of projects simultaneously: autonomously and in collaboration with colleagues in the Design Team and wider Communications Office.

Staffed by experts in various fields, the team provides direction and support to colleagues, consultants, and contractors, ensuring effective estate management.

The Role

This post will focus on managing and co-ordinating all aspects and activities associated with the management and governance of Parliamentary Technical Standards, that support the delivery of projects across the Estate, PAS Policies and Industry Standard.

The post holder will report to the Head of Design Management and Requirements. They will be required to be highly collaborative working across multiple departments of Parliament.

• Interface and set the strategy with the EIM Common Data Environment (CDE) Administration for managing the standards area data platform.
• Establish and manage the PAS Policies & Strategies management process.

You will be working in the Select Committee Team (SCT), supporting the work of the House of Common's Select Committees. Select Committees are cross-party Committees of MPs who examine government policy and spending. You can find out more about who Select Committees are and what they do here. The post is part of a central team of 18 media and communications staff which provides a specialist service for around 30 select committees. Each Committee also has a dedicated team, usually of between four and seven people.

The Role

In this post, you will use media and communications work to increase the impact of committees on policy making and to engage a wider range of people in their activities.

The core work of the team:

• Provide advice and guidance on all aspects of media and communications, and oversee media and comms planning for each committee;
• Media management of our relations with journalists, mainly lobby and subject specialists, coverage monitoring and evaluation;
• Deliver engaging content for a wider audience, e.g. drafting releases, articles for publication, speeches, long form interviews, making short films.

Participation is a bicameral team that supports both Houses, bringing the public closer to Members and the work they undertake at Parliament for the benefit of all UK citizens. The Role

The Digital Marketing Manager sits in the Marketing team (within Strategy and Business Engagement). The Digital Marketing Manager plans and delivers advertising as part of exciting UK-wide campaigns to engage the public with UK Parliament. The successful candidate will be responsible for managing the relationship with our digital advertising agency, including the review and scrutiny of media plans, buying briefs, audience targeting and channel splits. The Digital Marketing Manager will lead on the process to re-tender for an advertising agency as we reach the end of our current contract. The role will also involve working closely with colleagues in the Parliamentary Digital Service to build evaluation, attribution and tagging for digital activity through tools such as Google Analytics 4 and Google Tag Manager.

• Lead the overall digital marketing strategy to develop a target-led, data-driven approach for the Participation Team, in line with the team's overall marketing strategy.
• Manage the relationship with our digital marketing agency, including review and scrutiny of media plans, buying briefs, audience targeting and channel splits.
• Planning and monitoring of digital campaign budgets between channels, providing accurate forecasting to maximise cost efficiency.
• To work closely with colleagues in the Parliamentary Digital Service to build evaluation, attribution and tagging for digital activity through tools like Google Analytics and Google Tag Manager.

The PaCT Team at the House of Commons is responsible for corporate Human Resources strategy and planning. The Team develops HR policies and standards and provides efficient, accurate and customer-focused support to internal customers across the House of Commons.

The PaCT Team at the House of Commons supports the delivery of the House Strategy through a business partner model including a range of operational and specialist teams.

The Role

Payroll and Pensions Services works with all House teams as both customers and colleagues to complete Payroll, Pensions and HR administration.

The post holder is also responsible for identifying and investigating possible errors to ensure accuracy of payroll and pensions data, answering queries or providing ad hoc reports, to ensure business continuity, with all processes carried out within the House and statutory timescales.

Some of the responsibilities for this role include:

• Input staff changes and pay amendments onto the payroll Complete checking reports and reconcile against core data to identify inputting errors.
• Liaise with other HR colleagues, on matters such as pensions changes, sickness recording, statutory maternity leave and absence.
• Liaise with the business to ensure pensions and payroll information is provided within appropriate timescales, for example, staff changes, overtime claims and sickness

Introduction

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy, provides expert advice and delivers an operational service.

The Role

The Head of Security Culture and Communications is a new role in the PSD Personnel Security team. Reporting to the Deputy Director of Personnel Security, the post holder will be instrumental in both shaping Parliament's desired security culture with the senior leadership of both Houses and will design and deliver the engagement and communications strategy to support its realisation in collaboration with the House of Commons and House of Lords corporate communications teams.

You will act as PSD's key security communications and engagement advisor. This role will be of key importance as PSD engages with the new Parliament and the MPs and staffers who are new to Westminster.

You will take over management of the existing communications and engagement team in PSD, who also focus on the communications and engagement of the PSD workforce, and integrate two new members of the team who previously delivered cyber security communications for the Parliamentary Digital Service.

The Property and Asset Strategy (PAS) team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups.

The Role

In the role as Building Surveyor Apprentice, you will be involved in a number of different areas. You will work closely with the Building Surveyor on the management of Quadrennial Inspections (QIs) across the estate. The QIs informs us of the condition of the estate and are the couduits to a number of workstreams and projects. To contextulaise the importance of the QIs, it retains the structural historical significance of the historic estate and was the mechanism for the recent Elizabeth Tower (Big Ben) multimillion pound project.

As part of this role, you'll undertake a Chartered Surveyor Apprenticeship at Level 6. This is the academic equivalent of a degree. We will enrol you onto the apprenticeship shortly after you join, and it will typically take 60 months to complete for the degree element plus 18 months for the end point assessment. We play a leading role in delivering the House of Commons' Strategy through business and financial planning, monitoring performance, supporting the delivery of projects and programmes across Parliament, and promoting innovation and improvement. The business area includes a range of teams including the Enterprise Portfolio Management Office (EPMO).

The Enterprise PMO is a bicameral team working across the House of Commons and House of Lords. It sits at the centre of Parliament's projects, working as the 'hub' in the PMO network, and working closely with all areas of the business to shape, oversee and safeguard the delivery of major projects. It supports the Strategic Portfolio Board (SPB) and provides portfolio management, governance, and assurance for an exciting and complex range of projects and programmes with lifecycle costs of over £1bn, including the Portfolios of Strategic Estates (SE) (who maintain the iconic Palace of Westminster), Parliamentary Digital Service (PDS) and the Strategic Portfolio.

The Role

We have exciting opportunities for two Senior Portfolio Managers to join our central team and support the delivery of our most critical projects and programmes.

The Senior Portfolio Manager role will manage the definition and lifecycle of a varied portfolio of projects and programmes, to enable the successful delivery of strategic objectives across the portfolio. They will be responsible for supporting the establishment, prioritisation, and performance of Parliament's portfolio of projects and programmes, with specific responsibility for Risk and Issues management, Benefits management, Reporting and Insight, and Planning. They will also contribute to other portfolio functions including prioritisation, assurance, assumptions, lessons learned and dependency management. Although both roles will work broadly across the portfolio, each will have a core area of focus:

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy provides expert advice and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the Parliamentary Maintenance Services Team (PMST), Strategic Estates, Serjeant at Arms and Black Rod's office, Restoration & Renewal teams, the Parliamentary Digital Service, and other key stakeholders. 

The Physical Security Strategy and Portfolio Team are the internal client for physical security projects; identifying the need, setting requirements and ensuring the benefits are delivered.

The Role

The postholder will work for the Security Portfolio Director providing a proactive operational and project support to the Physical Security Strategy and Portfolio Team. They will contribute of the development of policy, standards and processes across the teams as appropriate.

There is a matrix management approach and the candidate will be working actively alongside the three team heads: Head of Strategy, Head of Engagement and Head of Advisory & Planning.

They will provide support services across the diverse portfolio in Security Projects, to ensure successful delivery through the identification, definition, prioritisation and reporting of a portfolio of change. Support the development and maintenance of the change portfolio, ensuring that the business realises its strategic ambitions through successful delivery and be accountable for the monitoring and prioritisation of tasks across the whole department.

• Manage and update our team Business Plan, working with the PSD Business Management Director to ensure timely and accurate updates into the corporate business plan and corporate risk management process.

Introduction 

The Strategic Estates team manages the Parliamentary Estate delivering support and services to the House of Commons and the House of Lords. Their work encompasses a broad set of responsibilities, including the delivery of construction projects, the provision of specialist planning and design support, and the care and development of our internationally significant heritage collections, among others. We support the business of the House by providing central business support functions, as well as managing the administrative resources embedded within the other teams.

The Strategic Estates Portfolio Management Office (SEPMO) supports the business of the House by working across the portfolio of estates projects and programmes for both Houses to provide change and engagement support, schedule management, risk management, resource management, portfolio analysis and reporting and wider portfolio management services.

The Role 

This role is a fantastic opportunity to join the Strategic Estates Portfolio Management Office (SE PMO) as a Head of Portfolio Risk.

You will focus on uplifting risk maturity across the project portfolio, which will involve standardising the approach to managing risk and issues, continuing the improvements to risk data management, developing sophisticated risk reporting tools, and guiding project and programme teams on the risk process.

Some of the responsibilities for this role include:

• Accountable for leading and managing the implementation of industry best practice risk management tools, techniques, processes and standards for the SE PMO (with key focus of uplifting risk maturity across the Property and Asset Strategy and Project Delivery portfolios).

• Facilitate monthly risk assurance activities and engagement with project teams, in order to monitor portfolio risk profile changes and trends, as well as advise on where teams can improve the quality of their risk data.
• Provide risk leadership and guidance to the project risk management community on matters relating to risk assurance, risk process, and risk governance.

Skills and Experience

To be successful in this role you will demonstrate:

• Evidence of risk management including identification, assessment, management, tracking and reporting of risks in a complex and dynamic portfolio, programme or project environment.
• Experience of managing and developing processes, requiring consistency and a strong attention to detail, ideally in a portfolio, programme or project management context.
• Highly effective organisational skills with the ability to identify and adapt to changing priorities, to work under pressure to tight deadlines and deliver to agreed targets.
• Proven experience of strong collaboration skills, working with a diverse range of stakeholders, whilst upholding the values of equality, diversity, and inclusion.
• Being able to build trusted and sustainable relationships with individuals in a high-pressure and uncertain environment.
• Able to explain complex verbal and written risks, issues and technical information in a concise and meaningful way. Ensuring key project and programme risks and issues are understood by stakeholders and inform effective decision-making.
• Highly developed written and verbal communication skills, with the ability to facilitate senior-level group discussions and develop internal communication material.
