The duties and responsibilities of the CY Program Assistant have been grouped into categories, including curriculum, indoor and outdoor environment, interactions and relationships, supervision of children and youth, parent and employee communication, assessment, compliance, and additional responsibilities. Curriculum

Develops schedules and activity plans. This may include reviewing and providing input into schedules and activity plans developed by the entry level and intermediate level Educational Aids (CY Program Assistants), CY-1702-I. Ensures that program plans and activities incorporate the observed needs of individual children and youth.

Implements activities and special events that meet the physical, social, emotional, and cognitive needs of children and youth. Incorporates special instructions provided by parents such as special dietary needs, physical needs, or other information that may affect the child or youth's experience in the program.

Prepares and implements program options for children and youth with special requirements. Cares for children and youth with special needs as directed by the supervisor.

Demonstrates, instructs, leads, and facilitates planned and spontaneous program activities.

Role models developmentally appropriate practice and classroom or activity area management techniques.

Promotes and models safety, fitness, health, and nutrition practices.

Helps arrange for and/or serve appropriate snacks or meals where applicable.

Indoor and Outdoor Environment

Helps prepare, arrange and maintain indoor and outdoor activity areas and materials to accommodate daily schedules.

Sets up displays and bulletin boards.

Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies.

Secures supplies, equipment, and facilities.

Interactions and Relationships

Establishes a program environment that sustains participant interest and promotes positive interactions with other children, youth and adults.

Interacts with children and youth using approved child guidance and youth development techniques.

Supervision of Children and Youth

Provides care and supervision, oversight, and accountability for program participants in compliance with the Department of Defense (DoD), NAF Component, and local installation policies, guidance, and standards.

Maintains control of and accounts for whereabouts and safety of children and youth.

Supervises children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events.

Ensures children and youth (as applicable) depart with authorized person according to written parental instructions.

Observes program participants for signs that may indicate illness, abuse, or neglect and reports as directed. Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.

Parent and Employee Communication

Interacts professionally with employees, parents, and local installation command personnel.

Provides parents with daily verbal or written feedback about their child/youth or program activities.

Participates in conferences with parents and employees.

Assessment

Observes children and youth and documents developmental progression and/or concerns. Uses the information in planning.

Participates in program evaluation using designated instruments such as programmatic rating scales, risk assessment tools (as required), self-inspection materials, and national accreditation tools.

Compliance

Assists in achieving and maintaining DoD certification and national accreditation or equivalent.

Ensures compliance with law, policies, and regulations applicable to DoD CY programs Notifies supervisor of health, fire, and safety compliance concerns.

The primary duties of the Family Advocacy Program (FAP) Clinical Counselor are to:

• Deliver comprehensive FAP services to active duty Marines, their family members, and others as authorized by Department of Defense (DoD) policy.
• Provide non-medical counseling, screening, assessment, evidence-based and informed interventions, service planning, and clinical case management services. Comprehensive non-medical counseling services consists of individual, couple, family and group sessions.
• Provide services to clients that address emotional problems, behavioral problems, life stressors, domestic abuse, child abuse, and problematic sexual behaviors in children and youth (PSB-CY).
• Conduct psychosocial assessments with individuals, couples and families and make recommendations for services. Include client in service plan development. Exercise clinical judgment to apply expertise in conducting initial assessments to match the client¿s needs to the most appropriate resources. Conduct ongoing risk assessment and conduct immediate safety planning. Report any suspected child abuse and/or domestic abuse as required by policy and mandated by law.
• Facilitate psycho-educational groups, classes, and workshops that focus on both prevention and intervention with child abuse, domestic abuse, and PSB-CY. Topics may include anger management, relationship skill-building, effective and healthy communication, and understanding and eliminating power and control.
• Plan, develop, and implement services and initiatives designed to foster positive healthy relationships within the family structure. Develop and maintain professional standards of service, community referral resources, and maintain a close network with the clinical staff and other service providers.
• Complete and maintain appropriate documentation related to: intake paperwork, screening tools, risk assessments, safety plans, clinical counseling notes, individualized service plans, clinical case management, collateral notes, contact details, and other documentation as required by FAP policy.
• Participate in the confidential Clinical Case Staff Meeting (CCSM), which provides clinical recommendations for supportive services, non-medical counseling for victims of child abuse, domestic abuse, or PSB-CY, coordinated case management including risk assessment, ongoing monitoring of child abuse and domestic abuse victims¿ safety, clinical intervention, and appropriate service delivery for alleged abusers who are eligible for services at the military treatment facility.
• Prepare and participate in the administrative process of the Incident Determination Committee (IDC). Communicate the IDC incident status determination to commanders and others who have a need-to-know status.
• Provide direct services to include screening, assessment, non-medical counseling, safety planning, and referrals with children exhibiting and those impacted by PSB-CY as well as to the family members. Participate in and provide input to the PSB-CY multi- disciplinary team and attend monthly case review meetings. Maintain case records and track statistical data in accordance with Limits of Confidentiality, Privacy Act, and higher headquarters policy.
• Establish and maintain command and military community relationships. Collaborate with other military agencies to support and meet client needs. Coordinate with military investigative agencies, military and local civilian law enforcement agencies, and civilian child welfare agencies in response to reports of child abuse incidents.
• Provide World Class Customer Service with an emphasis on courtesy. Assist customers and communicate positively in a friendly manner. Take action to solve problems quickly. Alert the higher-level supervisor or proper point of contact for help when problems arise.

• Provides technical assistant to all clinical departments, programs, and services. Develops and maintains responsibility for a priority work order system to ensure effective viability as well as ensuring that emergent biomedical failures are addressed promptly.
• Responsible for management of allocated budget for equipment replacement. Provides technical assistance and repair determinations in accordance with set policies and procedures.
• Incumbent must be able to write instructional material and conduct training in the techniques and methods of testing, calibrating, and operating medical and dental systems for service unit personnel.
• Will inspect and evaluate new systems upon receipt to determine that all government safety regulations, manufacturers' specifications, and contract requirements are met. Frequent coordination with healthcare personnel is required.
• Works closely with professional engineering and medical personnel within IHS and tribal communities. Communicates orally and in writing with medical, dental, administrative, and engineering professionals to determine overall objectives desired.

I. FAP Clinical Case Management
Serve as the FAP clinical subject matter expert on domestic abuse and child abuse/neglect. Consult with installation leadership, medical professionals, and service/family members regarding clinical needs assessments, determining clinical intervention, and utilizing treatment strategies. Follow all processes, per Regional and local Standard Operating Procedures, Counseling Desk Guidance, and FFSP Certification Standards, and FAP Case Record documentation. Conduct initial and on-going FAP clinical assessments with and provide intervention services for active-duty members and their families, including clients who are at risk for domestic violence and child abuse. Triage, coordinate safety and treatment planning, and establish individualized treatment goals tailored to the needs of service/family members. Conduct comprehensive clinical assessments, incident assessments to identify high-risk situations, e.g., suicide or homicide risk, the danger-increased risk of additional family violence. Conduct clinical interviews to assess individuals determine the facts concerning the client's problems and to assess the needs of the client. Provide initial and ongoing case management services to include identifying the situation; comply with and educate on mandated reporting protocols of child and domestic ; conducting risk and lethality assessments, coordinate safety planning, planning clients' treatment; provide referrals, and follow-up on child abuse/neglect and domestic abuse allegations. Provide clinical treatment for individuals, couples, children, families, and groups on family maltreatment. Facilitate evidence-based group treatment programs, such as domestic abuse offender's group, parenting group, and victim support group. Coordinate with the assigned FAP Victim Advocate to ensure victims' needs and concerns are addressed. Present complete and concise initial and follow-up case information at Clinical Case Staff Meetings (CCSM); provide information on cases, current safety risks, safety planning, and progress of intervention of the abuser and victim; document results and implement recommendations. Provide referrals and coordinate with other providers, as recommended by the CCSM. Notify the Family Advocacy Representative (FAR) for high-risk situations. Coordinate with the FAR to organize all information received from the alleged abuser, alleged victim, law enforcement, command, other collaterals, and incorporate into a concise and understandable presentation for the Incident Determination Committee (IDC). Participate inequality assurance and risk management activities. Per guidance, maintain FAP clinical case records, treatment plans, and required statistical data. Deliver FAP training, and facilitate education services and ongoing communication to inform active-duty military, their families, and community members regarding the problems of family violence, FAP requirements, and the services available to them. Provide after-hour on-call services, as directed, for emergent family advocacy situations, including consulting with command/security, evaluating needs, crisis intervention and stabilization, safety planning, information and referral, and victim advocacy.

II. Community Liaison
Liaison with cities, counties, states, federal and non-government agencies, military agencies, and commands to enhance FAP prevention and response affecting the military community. Represent the Navy at community liaison meetings, educating on domestic violence collaborating on coordinating services for military members and their families, and engaging in community domestic violence prevention and awareness activities. Educate and provide consultation to military and civilian agencies about Navy FAP, risk assessment, FAP treatment, and IDC/CCSM processes. Use forms and automated systems to maintain complete and timely records and workload statistics per guidelines.

III. Problematic Sexual Behavior in Children and Youth
Receive reports of problematic sexual behaviors in children and youth (PSB-CY) from military and civilian representatives and take appropriate action. Provide or coordinate clinical services providers for children, youth, and their families, including psychoeducational support, assessment, and clinical intervention. Coordinate with healthcare providers on safety and supervision planning for children and families affected by problematic sexual behaviors. Serve as the designated case manager and primary point of contact for PSB-CY cases ensuring all actions comply policy, instructions, and civilian reporting requirements. Support children and families affected by PSB-CY by providing at-risk and safety planning information to the coordinated community response (CCR). Present initial and follow-up case reviews at the PSB-CY MDT and Clinical Case Staff Meeting (CCSM).

Duties:

Constructs, alters, repairs, or modifies items and structures as assigned.  Plans and completes work assignments from initial layout to final assembly. Read and interprets and applies building plans, blueprints, specifications, sketches, and building codes.  Computes measurements and makes adjustments to incomplete blueprints, sketches, and work orders to ensure accuracy of fit and finish. Responsible for maintaining a safe work environment. Responsible for instructing and inspecting the work of lesser skilled workers.

The SARC oversees implementation and execution of all elements of the FFSC Sexual Assault Prevention and Response (SAPR) Program, to include prevention, awareness, and response to survivors of sexual assault, supported command personnel, and other SAPR stakeholders. The SARC ensures comprehensive victim services are provided through a coordinated community response. Manages all aspects of the training of victim advocates and others involved in supporting the SAPR program. Coordinates prevention and awareness campaigns and special events to raise awareness of SAPR. Serves as the co-chair of Sexual Assault Case Management Group (SACMG). Tracks data, responds to reports, and updates the case management database. Responsible for all certification inspection standards related to the FFSC SAPR Program. The SARC is supervised by the FFSC Director; with program support and oversight from the Navy Region Southwest Regional Sexual Assault Response Coordinator. The SARC also coordinates with the installation Commanding Officer on matters pertaining to victim support, meeting annual SAPR training requirements, and implementation of base SAPR policies.

• Cleans equipment, work area, and facility throughout the day to ensure a safe working environment for employees and customers.
• Operates cash register and credit card machine.

• Performs simple golf cart maintenance, (i.e., replenishes fuel/charge levels, washes) readies golf carts for customer use, marks the course for cart control, moves cart control barriers and replaces worn or lost ropes and signs and may mark hazard and drop areas.
• Maintains ball washers, replaces tee towels, and flags when needed, removes debris, empty garbage containers, and cleans flowerbeds.
• Assists in the maintenance of course grounds and facilities using simple powered equipment such as clippers, weed trimmers, low pressure sprayers, powered pavement vacuums, and wet vacuums or steam cleaners.
• Digs ditches, holes where grading and sloping is not required, fill holes with dirt and level bumps using shovels, hand tampers, and rakes.
• Digs holes for plants, irrigation system, and tee boxes. Performs other related work.as assigned.
• CONTROLS OVER WORK: Supervisor provides general instructions for new tasks, after which incumbent may independently complete duties involving several distinct tasks or steps.
• Supervisor may check work in progress or review results of finished projects.

• formulate budget and estimations to support plans, programs, and activities.
• Present and defend budget estimates before authorities.
• Review and evaluate budget requests.
• Control, and report obligations and expenditures.
• Analyze, interpret, and present data to process owners.
• Perform substantive/audit testing on Assessable Units (AUs) such as Civilian Pay (CIVPAY), Funds Receipt and Distribution, Temporary Duty (TOY), Equipment assets and Contract Vendor Pay.
• Report findings and work with management to create workable solutions for discrepancies found.
• Preform site-visits/spot checks to ensure programs are in compliance with DoD Financial Management Regulation, DoD Financial Improvement and Audit Readiness (FIAR) Guidance and Standard Operating Procedures (SOPs).

Yosemite, Ca, has three full time permanent Positions and two career seasonal position subject to non-pay time.

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. Non-pay dates will be two weeks at the end of January to February for one position and other position will be two months from the end of December to the beginning of March.

• Supervise a team of employees and volunteers tasked with performing Recreation Fee Program related duties including assigning work, preparing schedules, evaluating work performance, effect minor disciplinary measures, interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions.
• Perform assignments in accordance with all regulations governing the handling of government funds and separation of duties.
• Serve as a technical authority for the resolution of especially difficult or sensitive technical problems associated with the collection, deposit, tracking, and expenditure of fee revenue and donations.
• Test reservation system functionality in automated reservation systems such as Recreation.gov and report findings as appropriate.
• Prepare or update operating manuals and/or standard operating procedures for the implementation of fee related systems, processes, and procedures.
