The primary purpose of this position is to exercise technical and administrative supervision over subordinate

The Community Living Center (CLC) Attending Physician leads the interdisciplinary team in caring for Veterans during their stay in the CLC. The physician will work with APRNs and PAs to provide direct patient care, as well as coordinate care with consultants for specialty care. The physician will also provide education on disease process, medications, and care needs to Veterans, families and staff in addition to participate in screening Veterans for CLC admission, tracking outcomes, and monitoring and reporting trends to improve quality of care in the CLC.

Duties and responsibilities include, but are not limited to:

• Supervise and instruct Nurse Practitioners, Physician Assistants, Medical Students, Residents or Geriatric Fellows as needed in an Interdisciplinary Team setting.

Outreach: Monitors Vet Center outreach activities are strategically planned and adjusted to ensure market penetration of the local eligible individuals' population. The individual also ensures staff is kept abreast of clinical issues or evidence-based treatments. Assesses the educational developmental needs of the clinical staff. Responsible for monitoring licensure of all eligible clinical staff in consultation with Deputy District Director and Staffing, to ensure compliance. Develops educational activities, training curriculum in conjunction with District Offices.

Education Liaison: Oversees and ensure that all clinical supervisors adhere to established VHA policies governing health professions training in VHA facilities.

Supervision/Guidance: Provides consultation, clinical supervision, and guidance to the clinical staff of the Vet Centers. The individual is the primary clinical supervisor for each Vet Center Director within their RCS Zone. The venue of supervision may be on-site during a quality assurance site visit, telephonic, tele-video, or through written policy and directives.

Research: Reviews all research proposals involving Vet Centers and advises the Deputy District Director of the effectiveness and value of the project to enhance treatment of Vet Center clients. Upon approval of any research project, the ADD/C monitors the process and compliance with VHA research protocol; ensures proposal guidelines, Veteran client privacy, and timely completion. Independently studies such areas to arrive at appropriate solutions to be recommended for implementation.

Outreach: Monitors Vet Center outreach activities are strategically planned and adjusted to ensure market penetration of the local eligible individuals' population. Reviews and advises the Deputy District Director as to the appropriateness and effectiveness of outreach efforts, strategies, and activities. Promotes the sharing of successful outreach strategies among the Vet Centers in a best practices model.

Collaboration and Networking: Ensures that Vet Centers maintain clinically productive relationships with programs and organizations internal and external to the Readjustment Counseling Service. The goal of these relationships is to attain a network of liaisons and coordination of services that enhance prompt and successful referrals of Veteran clients. Collaborate with internal and external partners to further program goals and enhance patient centered care.

The incumbent performs as a Supervisory Biomedical Engineer for the Healthcare Technology Management (HTM) program at the Kansas City VAMC, a large, 1b complexity medical center. The Kansas City VAMC has 157 beds and 8 CBOCs serving more than 50,000 veterans. The facility is supported by $47million inventory of medical equipment. HTM Service oversees all medical equipment systems.

Major duties include but not limited to:

• Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
• Draft and/or make recommendations to local policies and /or directives related to healthcare technology management.
• Sets priorities, responsibilities, meets multiple deadlines, analyze organizational problems, delegate tasks, and develop and implement effective solutions.
• Supporting an equipment management program that meets current Joint Commission, FDA, CAP, CARF, NFPA, and VA requirements
• Develop and implement solutions resulting in efficient operations and use data efficiently to manage workload, quality, performance, and productivity.
• Continuing education program for clinical staff addressing the principles and application of medical instrumentation used in the delivery of healthcare. Effectively communicate, both orally and in writing, with a wide variety of individuals, including technical and professional clinical staff, to communicate technical information
• Leading and dealing with employees, team leaders, and managers, within and outside of biomedical engineering to include conflict management, dispute resolution, mediation, or reasonable accommodations.
• Advising clinical and administrative staff on medical engineering technology including existing and emerging technology addressing viability, long-term suitability, compatibility, and/or safety while keeping abreast of changes in technology and utilizing information gained in the solution of biomedical engineering problems.
• Assisting with capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
• Functioning as a subject matter expert in the field of biomedical engineering who directly supports specialized clinical technology including service, system administration, training, and quality assurance at a medical center.
• Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation
• Provides support to VISN and National Initiatives. At the facility level, employees must have notable ongoing responsibilities as assigned by the VISN, and/or Healthcare Technology Management Program Office.
• Managing a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, SMDA, and Joint Commission requirements.

5. Protects Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations.
6. Protects Veterans, employees and visitors sensitive and protected medical information from unauthorized release or unauthorized use where prohibited by law and or policy as guided by the privacy officer, FOIA, HIPPA, etc. Carries firearms and other VA approved weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied.
7. Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons. Conducts investigations with a nexus to VA, prisoner transports, patient search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training, and other matters.
