Principal Accountabilities:

As a Conservation Program Specialist your duties will include but are not limited to the following:

• Develops draft and final policy, regulations, and legislation that better provide management tools and guidance to program staff, resulting in more effective and efficient conservation delivery. This includes Federal Register documents and any other supporting material needed to support development of policy, regulations and other public notifications.

The following are the duties of this position at the full working level.

• Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards.
• Develops, recommends and implements marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. Develops and recommends effective, research driven marketing strategies for agency programs, products and messages.
• Working with leveraged partners, reviews and analyzes taxpayers' financial information to recommend alternatives for filing and payment of federal taxes. Independently reviews tax liability issues, reviews data, identifies and addresses potential tax issues; explores issues to determine nature, scope and direction of inquiries; evaluates alternative courses of action to resolve issues/problems; develops marketing plans and products.

Within this structure, the incumbent performs the following duties:

• Prepares Systematic Analyses of Operations (SAO) annual schedules, and monitors program to ensure timely reporting to upper management officials.

• Performs complex and/or sensitive management support functions for the Office of Medical Services, e.g. coordination in case of death of a Volunteer (DOV); coordinating document collection, organization and preparation to respond to IG, Congressional and EEO inquiries; preparing comprehensive data reports including Regional Medical Hub dashboards.
• Serves as a POC for new staff and current OMS staff on administrative functions; assists OMS management with hiring processes including organizing resumes and interview panels. Supports the OMS Director on a daily basis in managing administrative functions as well as coordinating special projects and assignments with other OMS and OHS administrative support staff.

This position offers the opportunity to work in a maximum telework capacity as authorized by the agency.

This position is located in the Office of Mission Support, Control Center (CC) of the U.S. Environmental Protection Agency, Office of Inspector General. The incumbent functions as an expert advisor to all EPA OIG staff on the development, coordination, and implementation of a very broad range of cross-cutting OIG resources management programs and services, such as (but not limited to) organizational resource management requirements, OIG emergency preparedness (continuity of operations program oversight/administration), and facilities/space.

Major Duties

The ideal candidate will perform the following duties:

• Oversees the execution of organizational policies, procedures, and regulations, and is responsible for staff management, coordination, and execution of mission support programs in relation to facilities, property, COOP, and space utilization. 
• Exercises the full range of supervisory and managerial duties for subordinate personnel. Manages and directs professional staff to accomplish program and facility objectives.

• Provide technical support to the safety programs of supported parks in areas such as noise, asbestos, carbon monoxide, welding fumes, silica dust, solvent vapors, oxygen-deficient atmosphere, toxic and explosive gases, flammable materials, blood borne pathogens, laboratory hazards, chemical hazards mechanized equipment hazards, confined space, and work processes.
