Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to his/her discipline, as well as an understanding of new technologies and methodologies to solve complex problems and to develop improved technical processes for the organization. Represents assigned Center on matters requiring technical interpretation and guidance, as the senior technical point of contact. He/she serves as the senior engineer for assigned project/programs to all stakeholders including management, other employees and external parties. Plans, coordinates and reviews engineering work of the installation activities.

Prioritizes and outlines work. Provides advice to solve technical problems.

Reviews work of other engineers for technical accuracy and adequacy. Assists Center personnel with resolving all, but unique, engineering problems and may create new solutions and policy interpretations, as the situation requires. Provides constructive feedback and persuasion on project/ program matters using effective interpersonal skills and abilities. He/she organizes, coordinates and mentors the efforts of project engineers supporting the program.

Leads the development of standardized implementation plans, processes, templates, and activities within assigned Engineering Center and/or program area. Works as a team with other Leads to deliver a consistent and efficient implementation produce across the Service Area.

Serves as the focal for gathering and integrating feedback into downstream sites and coordinating feedback with other Leads in the Service Area. Maintains consistency with applicable standards, procedures, and implementation methodologies.

Ensures project/program schedules are compatible with organizational objectives, support project/program needs; and can be accomplished within available resources and funding. Oversees and monitors project interdependencies by assessing the impacts to projects/programs due to new requirements, technologies, budget constraints, or changes.

Plans, coordinates, identifies resources, schedules, and tracks large-scale and/or multi-site engineering
projects through completion. Prepares cost estimates and risk management reports for work at the assigned area
of responsibility.

The work is reviewed rarely, typically though status reports and at project completion, to ensure
technical compliance and alignment with the requirements of the project or other work activity.

• This is a developmental position. If the selection should be at the lower grade level the incumbent will perform duties under closer than normal supervision. Assignments become progressively more difficult until the full performance level is reached.
• Initiate production capability and capacity studies in support of MCA programs and modernization efforts, RDEC (Research Development Engineering Command) and operational divisions that directly support the depot production directorate.
• Plan and coordinate smaller military construction projects concerning the design of production systems based on current and projected workload.
• Plan and conduct detailed engineering studies which establish criteria for use in the evaluation and assessment of specific problem areas; and determines testing techniques, procedures, factors, and control techniques.

• At the entry level of Law Clerk GS-0904-11 you will perform the below responsibilities;
• Serves as Law Clerk in the Office of Soldiers’ Counsel. Under close supervision and review of the attorney to whom assigned, provides, interpretations and determinations on matters involved in Soldiers Physical Evaluation Board Counsel (SPEBC).
• Performs legal research in final form, on a variety of complex and difficult legal problems in all areas of responsibility of the Office of Soldiers’ Counsel.
• Law Clerks prepare drafts of pleadings and motions in connection with cases in litigation.
• They conduct investigations to obtain facts, study legal precedents, and prepare recommendations.

• At the full performance Attorney-Adviser (General) GS-0905-13 level you will perform the below responsibilities;
• Serves as Attorney Adviser (General) at the Regional Office of Soldiers’ Counsel (ROSC) under the direct supervision of the Supervisory Attorney Adviser (General).
• Responsible for providing Soldiers Physical Evaluation Board Counsel (SPEBC) legal services within the Office of Soldiers RSOC.
• Incumbent provides legal advice and counsel to clients in the PEB phase of IDES processing upon completion of the MEB.
• Prepares the client’s formal board case file by conducting research in connection with pending and past cases, analyzes factual and legal issues, gathers and analyzes medical records, diagnostic evaluations, and formulary tables.
• Coordinate and support the Soldiers Medical Evaluation Board Counsel (SMEBC) during the MEB process; research and analyze medical and legal issues and complete work product in a timely and professional manner.
• Thoroughly prepares the client, witnesses, and documents for presentation to the PEB, using material evidence, persuasive legal argument, and relevant precedent.
• Prepares post-hearing briefs, appeals, and correspondence, to include appeals to the US Army Physical Disability Agency (USAPDA) of PEB decisions, rating appeals to the appropriate VA office.

As a Trial Attorney, you will:

• Participate with U.S. Attorneys in preparing and handling both affirmative and defensive litigation cases involving all HUD programs and participate with private attorneys in handling cases involving HUD-funded activities.
• Defend the agency in state court proceedings and before the Merits System Protection Board, Equal Employment and Opportunity Commission, Federal Labor Relations Authority, Government Accountability Office, Board of Contract Appeals, and other administrative bodies and tribunals.
• Prepare all pleadings, motions, briefs, and memorandum of law to be filed in cases. These documents are invariably used without detailed review or alteration.
• Perform legal research, often on novel and difficult questions of law, and prepare memoranda of law based upon the products of his or her research.

• Manage the Installation Master Plan using engineering, architectural, landscape architectural, and planning principles.
