• Serves as a senior Budget Analyst for the San Joaquin River Restoration Program (SJRRP) supporting overall budget and planning activities.
• Manages and prepares the annual operating budget; monitors the use of funds; formulates out-year budget requests and justifications. Advises the Program Manager on budget issues and financial management oversight for the Program.
• Performs a variety of analytical, administrative, budgetary, and program functions in connection with the formulation, justification, presentation, execution, and review of the Program's Restoration Fund.
• Reviews, analyzes, and interprets legislation, appropriations language, OMB directives, and Interior Department guidelines as related to the formulation and execution of the California-Great Basin Region's Program.
• Oversees all fiscal activities involving preparation of current and out-year operating budgets and the monitoring and control of funds from multiple sources used in the operation of the Program.

As a Safety and Occupational Health Specialist at the full performance level, you will:

• Oversee contractor compliance of Federal, State, and WAPA's safety program requirements during construction activities, involving building, modifying, or relocating electrical power transmission and distribution facilities and related appurtenances, such as access roads, waterways, service buildings, and communication facilities. Construction activities include staged construction in energized substations with voltages up to 600-kV.
• Research Federal OSHA, State OSHA, National Fire Protection Association, DOE, WAPA and industry consensus standards. Maintain and update technical reference material, regulatory manuals, Safety Data Sheets (SDS) files, OSHA logs, accident and incident reports, motor vehicle program reporting and assists with the medical surveillance program for the Region. Maintain training records and associated documentation.
• Review contract plans and specifications, ensuring required safety features are incorporated, and provides guidance, if such features are needed. Review procurement and equipment specifications for equipment, tools, materials, and supplies for compliance with safety regulations. Provide technical guidance for selecting personnel protective equipment, Industrial hygiene equipment, fire and first aid equipment.
• Serve as a technical advisor to contracting officers, field engineers, construction engineers/representatives, maintenance personnel, and procurement officials regarding safety matters; provides technical guidance to various ad hoc committees; and as required represent the Regional Safety and Occupational Health Manager on Regional level committees and meetings at the Headquarters Office. Participate in joint safety meetings with construction contractors and WAPA personnel.

• Turns on the master cash control processor and sets up the office terminal(s) for the day's business.

Performs various duties in connection with loading, unloading, verifying of merchandise, in an Exchange store, storeroom and/or location. Loads and unloads merchandise; examines for damage or shortages. Verifies type and quantity of merchandise received for agreement with documentation provided; brings to attention of supervisor discrepancies and/or deficiencies found. Assists in assembly and loading of merchandise in connection with requests received. Unpacks, segregates and stocks counters and/or shelves with merchandise in accordance with established Planogram (POG) instructions. May be required to use RF devices in support of Planogram (POG) and shelf label execution at the store level. May price stamp merchandise. Assists in the conduct of periodic inventories by counting stock items remaining on shelves, and in keeping storage and sales area clean and orderly.

Picks up empty boxes/containers from work areas using hand cart. Moves to assigned area for disposal. Operates a compactor machine to crush empty boxes. Removes crushed boxes from machine and ties up for pickup by authorized vendor.

May be required to perform such other duties as operating price tag machine, unloading boxes and packages, and pulling merchandise from stock or stock shelves. As required, assists customers in locating merchandise and answering questions of a general nature. May operate a cash register on an occasional basis.  May perform light custodial duties/ general housekeeping duties such as cleaning or dusting fixtures.
